台灣農村陣線聲明：我們反對美牛瘦肉精的 5 大理由

針對近日美牛瘦肉精是否開放的爭議，台灣農村陣線於今日（2月15日）立法院公聽會中提出下列五點說明，強烈主張政府不應貿然開放進口：

一，開放含瘦肉精（培林）的美國牛肉進口將造成三大危害：

1. 瘦肉精（培林）對人體健康風險疑慮未除，將使國人健康陷入不可測的風險；
2. 瘦肉精（培林）的濫用將瓦解國內的畜牧業；
3. 以開放美國牛肉為復談TIFA的前提，是一貫的犧牲農牧業以換取貿易開放的思維；美國對農牧產業有高額補貼，若再貿然復談TIFA，強勢低價傾銷將造成台灣已深受WTO之害的農牧產業再次重創。

二，瘦肉精（培林）的健康風險：

目前已有多位國內知名專家學者指出，瘦肉精（培林）對人體可能有害，目前國際上針對瘦肉精（培林）所完成之人體實驗數據不足、且僅以健康人體為樣本，恐有低估瘦肉精（培林）對人體健康之負面影響，也因此全世界僅有27個國家允許使用，且多為畜牧出口國，與我國飲食習慣相近之中國、南韓、新加坡等均未開放使用。

儘管官方一再表明瘦肉精（培林）對人體健康影響不大，但健康是至關重要的國民基本權利，政府有捍衛之義務，本應謹慎再謹慎；在瘦肉精（培林）對人體健康的疑慮未消前，不應貿然解禁，使國民健康陷入不可測的風險。在有具國際公信力的學術單位證明瘦肉精（培林）對人體健康完全無害前，應全面禁用。

三，瘦肉精（培林）的濫用將瓦解我國的畜牧業：

瘦肉精（培林）一旦解禁，不只是牛肉，其他含有瘦肉精（培林）的肉類，甚至含有瘦肉精（培林）的飼料，也有可能開放進口，目前我國採取禁用瘦肉精的政策，絕大多數的畜牧業者均未使用瘦肉精來達成降低生產成本的目的；

瘦肉精（培林）一旦解禁，在WTO的架構之下，任何會員國都能以相同條件要求台灣給予最惠國待遇，換言之，大量外國使用瘦肉精（培林）來降低生產成本、同時又享有高額補貼的肉類，將大舉進入台灣，屆時，未享有與外國同等補貼與保護、又遵照法令未添加瘦肉精的台灣畜牧業，將面臨產業全面崩解的困境。近日台灣養豬業者的反對聲浪，恰好坐實了此項疑慮。

四，貿然復談TIFA，將重創台灣農牧產業：

由於美國、歐盟、甚至日韓等國對國內農業都有高額補貼，過去台灣農牧產業已因政府為加入WTO而不斷削減農業開支，而無法對抗國外享有高額補貼農牧產品的低價傾銷，若再貿然復談TIFA，將使此情況雪上加霜。

以美國為例，根據美國農業部2009年農業普查統計，2002年美國政府平均給予每個農戶 9,251美元的補貼，2007年更高達9,523美元。補貼的結果使得美國成為世界上第一大農產品出口國，而小麥、玉米、大豆等產品，更是得力於政府補貼而在世界農產品貿易市場上，具備壓倒性的「價格」競爭優勢。

五，事實上，即使要開放自由貿易，也不必以犧牲國人健康及農牧產業的方式為之。

根據WTO的規範，會員國原本就可以基於檢疫及檢驗等理由，因藥物殘留而拒絕特定農牧產品進口，也可以對農牧產業進行特定面積與特定產量的所得支持型補貼及環境補貼，增加國內農牧產品的競爭力。目前世界上仍有許多國家，包括中國、歐盟等，拒絕帶有瘦肉精（培林）之美國牛肉進口；而觀諸世界各大先進國家，諸如加拿大、美國、德國等，糧食自給率俱逼近甚至超過100%，可見在健康把關上退讓或犧牲農牧產業，都不是自由開放的必要條件。

因此，基於上述理由，在對國人健康風險及對農牧產業威脅未解之前，不應貿然開放含瘦肉精（培林）之美國牛肉進口。
